MALAYSIA’S SERVICES TRANSFORMATION – ADVANCING THE SDG 6 AGENDA
Malaysia is advancing SDG 6 in line with the MADANI framework and the 2030 Agenda by embedding clean water and sanitation goals into national plans such as RMK13 and AIR 2040. In 2024, 97% of Peninsular Malaysia and Labuan had access to safe drinking water, while IWK served 31.27 million people nationwide. The IWK Water Reclamation Initiative supports SDG 6 by reducing pollution and improving water quality, offering alternative water for industry and conserving potable supplies. With strong institutions, progressive policies, and circular economy integration, Malaysia is positioning itself at the forefront of sustainable water management.

MALAYSIA’S APPROACH TO SDG6: ENHANCING RURAL WATER SUPPLY VIA PUBLIC ENDOWMENT INITIATIVE
Ensuring equitable access to safe water remains a challenge in Malaysia’s rural and remote regions, where scattered populations, high costs, and technical constraints hinder investment. To address this, the Ministry of Energy Transition and Water Transformation (PETRA), together with SPAN, has introduced an innovative public endowment (Waqf) model to fund small-scale water supply projects. These include underground water sourcing, highland catchments, storage tank systems, and alternative pipelines. Beyond bridging infrastructure gaps, the model mobilises contributions from individuals and organisations, fostering a collective responsibility to safeguard Malaysia’s clean water resources for the future.

CIRCULAR ECONOMY IN WATER INDUSTRY – CREATING SUSTAINABLE BUSINESS MODEL
Pengurusan Aset Air Berhad (PAAB), established on May 5, 2006, plays a central role in restructuring Malaysia’s water services industry. Fully owned by the Minister of Finance (Incorporated), PAAB strengthens sustainability by acquiring state-owned water assets, resolving federal water debts, and using competitive financing to build, upgrade, and rehabilitate infrastructure. The company also advances a circular economy by treating water as a renewable resource, promoting efficient use, and managing wastewater as a resource. This includes funding facilities for treatment by-products and supporting reuse of industrial and sewage wastewater.
